Exit Condition for Comment Trigger Flows

REQUEST_SUMMARY_V2 Problem - Currently, there is no way to prevent someone from getting the same message again if they comment, since you can't add exit conditions to flows with comment triggers. Adding this functionality will help prevent spam and repetitive messages.
